I cant get a clear picture on my tv?

I just bought a mitsubishi tv for 20 bucks...there are to hook-ups for the coax cables. The Picture remains fuzzy no matter what I do.(even just straight cable into the tv) I hooked up the dvd player with red yellow and white cables and that too is fuzzy and flipping. Whats goin on here??
