Swiss Town Threatens Dogs Lives If Owners Don't Pay Taxes?!?

Looking at this from a completely cold "dogs are property" view I still think this is wrong. They could just as easily claim the right to take your car and sell it for the $50 you owe. Using a living, breathing animal as leverage is disgusting.
