Neighbor has 8 kids and is homeschooling tham all and not doing a good job at all, they never learn anything??

the kids range from age 3 to 19 and i think like 2 have dyslexia, NONE have ANY social skills at ALLnone take tests and most are like 3 grades behind...its really frustrating ill talk to one of them and they dont understand what im saying sometimes....i cant avoid them because theyre my neighbors but its really frustrating what should i do??? and one thinks shes my best friend but is really not, how do i tell her that???
